The Port of Tauranga has cleared a significant hurdle in its bid to expand operations, with an expert panel issuing a draft decision to grant approvals for the massive Stella Passage development project.
The announcement, delivered via Minute 14 on August 17, 2026, signals a major advancement for the port’s infrastructure ambitions under the Fast-track Approvals Act 2024. If finalised, the project will see a transformative expansion of the country’s largest port, aimed at alleviating capacity constraints that have long frustrated regional and national supply chains.
Scope of the expansion
The project is set to significantly increase the port’s footprint and handling capability:
- Berth Extensions: The Sulphur Point container berth will be extended by 385 metres, while the Mount Maunganui wharves will grow by 315 metres.
- Reclamation: Significant land reclamation will take place behind the newly constructed wharves to facilitate expanded operations.
- Dredging: Extensive dredging of the passage is required to accommodate larger vessels.
Economic implications vs. strict conditions
Port of Tauranga Chief Executive Leonard Sampson hailed the draft decision as “very welcome news,” emphasising the project’s critical role in the economy.
“This development is vital for the regional and national economy and is urgently needed as we are currently at capacity,” Sampson said. “The Stella Passage development will bring widespread economic benefits, reduce costs for importers and exporters and unlock decarbonisation opportunities.”
However, the approval is far from a blank cheque. The expert panel has released a comprehensive suite of draft conditions covering wildlife protection, district land use, dredging, and structural integrity.
The clock is ticking
The project now enters a final, high-pressure consultation phase. Under the Fast-track Approvals Act, the window for feedback is tight:
- August 19, 2026: Deadline for the Port of Tauranga to respond to the proposed conditions.
- August 24, 2026: Deadline for public and statutory body feedback.
- August 31, 2026: Final deadline for the Port to respond to all collected comments, and for specific Ministers (Māori Crown Relations: Te Arawhiti and Māori Development) to weigh in.
A final decision on the project is expected in early September. The coming days will determine whether the port can navigate these stringent conditions to turn its expansion plans into reality.
